What's different in Highlander Balanced:

weak things taken out: Mortar, Sniper, Seduction, Parachute, Lasersight
strong things taken out: Teleporter, Hellish Bomb, Watermelon, Ballgun

reduced strength:
Cake (runs only 8 sec, not 20)
RC Plane (can only drop 1 bomb, not 3)
Kamikaze (flying distance is halfed!)

new: utility crates!
including: Teleporter, Rope, Vampirism or Tardis.
Crates can only be used 1 time! You can't use the utility each round.
